Uses and development phases
Materials were prepared for a phased financing approach. Key questions were which costs belonged to each phase, when funding would be required and how proposed sales or other funding sources would support repayment. The proposed approach linked individual drawdowns to project conditions, including sales progress and a sufficiently defined construction budget.
Financing materials
The project appraisal, masterplan and summary materials were brought together in a specific request to financing partners. Potential public funding and the evidence still required for it also formed part of the preparation. Planned funding sources needed to be distinguished from funding already available. Work covered the capital requirement, an explanation of the phasing and preparation for subsequent review.
